Multifamily housing OK'd for Okeechobee

The Okeechobee City Council Tuesday gave approval to part of the Southern Trace development. Bill Brisson, city planner, had previously recommended denial of rezoning for the development at the Planning Board/Board of Adjustments and Appeals stage. At the July 3 meeting, the city planner recommended approval of the multifamily development submitted by Steve Dobbs, of Rudd Jones, P.E. and Associates, P.A., on behalf of the applicant InSite Development, LLC. Mr. Brisson said the traffic issues have been resolved. While this application has been before the council several times, this part of the process called for the rezoning of 11.29 acres along the west side of Northwest Seventh Avenue and between Northwest 11th and Northwest 13th Streets from residential single family to multifamily.The applicant had previously received the future land use approval change from residential single family to multifamily for this entire development. The entire development encompasses approximately 26 acres located on three blocks from Northwest 11th Street to Northwest 14th Street within Northwest Fifth Avenue and Northwest Third Avenue and on two blocks located between Northwest 11th Street and Northwest 13th Street and Northwest Seventh Avenue and Northwest Fifth Avenue. The site will hold 230 units, as well as required open spaces such as parks and other recreational areas. The project will be developed in two phases consisting of 114 units in the first phase and 116 in the second. At a previous meeting the developer stated that they "have developed a model in Oconee County, Ga., and another will be opening in Palm Beach County. What it does is provide attainable housing for RNs, medical professionals and teachers." Mary Hinton, a representative for InSite Development, LLC went on to say, "When I called the Okeechobee County School Board their number-one priority was housing that their teachers could afford." "Our hope is to be able to give teachers, nurses, firefighters - whoever needs attainable housing - first shot at them and try to get them in with a rent they can afford with an option to buy if they choose to stay," she added. Opponents of plans to transform Briny Breezes in Palm Beach County into a luxury resort got a boost when the state outlined a series of concerns about affordable housing, the environment, roads and hurricane evacuation. Residents who live near the seaside mobile home community have been battling with Ocean Land Investments over the future of the 43-acre slice of land along State Road A1A. Ocean Land wants to build 900 condominiums, 300 time shares and 350 hotel rooms in Briny. Earlier this year, the developer agreed to buy the town for $510 million when three-fourths of residents voted for the sale. The deal could make some residents millionaires. The developer and town would said they would address all of the state's concerns by its July 25 deadline. It plans to revise the town's comprehensive plan, which would pave the way for development. The state must approve changing the land use to allow the development. The state cited the town's failure to include population projections, making it impossible to determine the impact on public facilities. It said the town failed to include the necessary plan to assess future water needs. It criticized the town for failing to include procedures to add public comment and encourage it. The town didn't discuss affordable housing and group homes or foster-care facilities, the state said. It failed to address the impact on a threatened type of sea grass, and it did not offer enough data on manatees. The developer released a study earlier this week saying Palm Beach County would collect about $37 million at the community's build-out in 2020. The school district would take in about $25 million a year. But neighbors, the county, planning groups and now the state all appear against the developer. The root of their discontent is a potentially overcrowded development that sticks out among the high-end homes and mansions in nearby Gulf Stream and Ocean Ridge. They also express concerns about traffic, the environment and water supply. About 2,300 residents are expected to live there. PORT ST. LUCIE — One of Palm Beach County's venerable construction companies wants to build what could be the tallest building in the city. Ahrens Cos. of Lake Park paid $2.2 million for five acres of vacant commercial land earlier this month, according to county public records. The land is on the northwest corner of Lennard Road and Cane Slough Road, just east of the end of Port St. Lucie Boulevard. The site also is within the city's community redevelopment area. Chief executive Richard Ahrens said he plans to build a six-story, mixed-use building. An 84-room Hawthorn Suites, an extended-stay hotel chain owned by Hyatt Corp., would be on the first three floors. Ahrens said his company bought the franchise and will operate the hotel. A total of 42,000 square feet of office space would occupy the top three floors. By comparison, the Bank of America Center to the north at Prima Vista Boulevard is 58,000 square feet. The unnamed project also would have two adjacent office buildings, a 15,000-square-foot, two-story structure and a 10,000-square-foot, one-story space, Ahrens said. He plans to submit plans to the city within the next 30 days and expects site plan review and approval to take about five months, he said. City zoning allows buildings as tall as 10 stories in the redevelopment area. As cities grow and land values increase buildings get taller, said city planning and zoning director Cheryl Friend. "We haven't been in that category until recently," she added. With the redevelopment area, service-intense taller buildings are the "general direction." City manager Don Cooper said this type of project is what was envisioned in the urban redevelopment. If approved, the building could be the tallest building in Port St. Lucie. Riverside National Bank's new office building at St. Lucie West Boulevard and California Boulevard is four stories. The nearby Springhill Suites on Courtyard Circle also is four stories. Both are outside of the CRA, where commercial buildings are capped at 75 feet. Ahrens said he also has under contract a three-acre parcel south of Port St. Lucie Boulevard on U.S. 1. There, he plans to build a Chik-fil-A restaurant and a 117-room Microtel Inn & Suites. The purchase of that property is expected to close in 90 to 120 days. Established in 1902 in West Palm Beach, Ahrens is design, engineering and construction firm. After stirring up years of controversy surrounding race relations and beach access, Marriott has decided to revise its plan for the Ocean Mall on Singer Island. Originally the plans called for a 27-story hotel that included time-shares and retail space. The new plan proposes moving the towers west slightly which leaves more space between the hotel, condos, and shoreline. At the source of the complaints is local access to the public beach. Some feel that by building this type of structure it will discourage locals from using the beach. The new proposal also leaves out an access road for people to use the beach. An area of 248 acres in Jupiter Farms is being examined by Kenco Homes of Boca Raton as a possible area to develop for residential use. The residents of Jupiter farms recently opposed this plan that would see new homes being built in Jupiter Farms. The new home proposal had one home per 2.5 acres. Minto Builders is planning 443 homes, creating a neighborhood that will wrap around the Super Target center, with an exit to Okeechobee Boulevard via Wildcat Way and an eventual exit off State Road 7 when the road is extended north. These projects will bring the most far-reaching changes to the Royal Palm Beach map in a decade. The village expects to annex 275 acres at State Road 7 and Okeechobee Boulevard, thus squaring that corner on the map. The new Cobblestone Village shopping center is planned for a summer grand opening. It completes commercial construction on the project on the north side of Okeechobee Boulevard. The new shops add about 40,000 square feet to the plaza, bringing a total of 225,000 square feet of shopping. CBL & Associates announced that Cold Stone Creamery, Payless ShoeSource, Cingular Wireless, City Nails, Hair Cuttery and Wood Floors would be moving in... Additionally, a Crispers Restaurant featuring quick-serve salads, sandwiches and soups, and an Asian fusion restaurant will be tenants. Minto's project will provide residential living to make the entire 25 acres of retail contiguous. In November, Palm Beach County agreed to swap the acreage at the southernmost tip of the Grassy Waters Preserve for 613 more pristine acres that Minto owned adjacent to the northern edge of the preserve. A Miami-based developer intends to build a two-tower condominium in downtown West Palm Beach that will become the new home of the Florida Stage, a nonprofit professional theater founded in 1985. The project, called Opera Place, is slated for a 3-acre site at 419 Lakeview Ave., next door to City Place and across the street from the new convention center. Opera Place will include two 26-story towers with 556 condominium units, 36,000 square feet of retail space and a 40,000-square-foot space that will house the theater. The theater will be owned by the city of West Palm Beach and then leased to Florida Stage. Florida Stage will spend about $8 million to complete the interior of the theater, which will have an entrance and parking separate from that of the condominium, he said. There will be one, two- and three-bedroom units at Opera Place, as well as studios, lofts and penthouses. Units will range in size from 490 square feet to 2,177 square feet and in price from the $200,000s to more than $2 million. The units at Opera Place will feature private balconies, European-style kitchens with marble countertops and stainless steel appliances. The building's amenities will include a fitness center with spinning and yoga rooms, infinity-edge pool, garden, library, theater, billiards room, and wireless Internet access throughout the property. The developer is taking reservations with the buyers a mix of locals and Northeasterners. Expected to break ground in the summer of 2005 for the first phase and will take about two years to complete. WCI Communities received good news recently concerning their 800-acre project west of the turnpike in Jupiter. The Planning and zoning commission approved the basic outline of the project and on May 18th, they will once again go in front of the Commission to seek approval for the project plans. Parcel 19 will include 780 resident units, a 230-room hotel, 36-hole golf course, 45,000 square feet for a golf club, and a 30,000 square foot members club. 50,000 square feet are also included for retail and office space. These numbers come in under the allowance by the Town code which could have allowed for 520 more dwellings, 220 more hotel rooms, and 65,000 more square feet of office space. Since they received zoning approval from the council in last November, WCI has worked closely with the town and Environmental Council to produce a result that is suitable to everyone. Included in this plan are a 100-acre lake and a 125-foot easement between the developed land and the surrounding environmental areas. Furthermore, the traffic load on Indiantown Road is about 60% of what is allowed in the Town Code. Though there is a considerable amount of work yet to be done before full approval by the Town Council and Environmental Council of the site plan, all parties involved seem to be working well together and open to compromises and concessions that will ultimately bring this project to fruition.
